CIGO en Taller de Capacitación para el Presupuesto Participativo en Barranca:

¨La descentralización y la participación ciudadana son logros de la democracia recuperada para nuestro país en el año 2000 y que debemos valorar y promover¨, destacó Anel Townsend, Presidenta del Centro Interamericano para la Gobernabilidad (CIGO) al exponer sobre la importancia de la articulación de los planes concertados locales con el Plan Concertado Regional.

Como parte del Convenio suscrito entre Cigo y el Gobierno Regional de Lima para la Capacitación en Presupuesto Participativo para el 2010, el equipo de Cigo participó el día lunes 08 de Junio en el Primer Taller de Capacitación Interprovincial en la ciudad de Barranca, en el que asistieron los delegados de las provincias de Barranca, Cajatambo, Oyon y Huaura.

La inauguración estuvo del Dr. Luis Custodio Calderón, Vicepresidente del Gobierno Regional de Lima. Estuvieron presentes también la Consejera Regional por Barranca Beatriz Castillo y el Consejero Regional por Oyón Ing. Santos Tomás Quispe Murga. A iniciativa de uno de los representantes de las organizaciones civiles presentes, la plenaria guardó un minuto de silencio por las víctimas tanto civiles como militares, como resultado del operativo policial realizado en el departamento de Amazonas el fin de semana pasada.

La primera exposición fue sobre la “Articulación de los Planes Concertados locales y el Regional”, a cargo de nuestra presidenta Anel Townsend Diez-Canseco, quien antes de dar inicio a su presentación expresó la solidaridad de CIGO con la policía y los nativos que han sufrido la muerte de sus compañeros y familiares en Bagua, haciendo hincapié en que la concertación y el diálogo son las únicas vías eficaces para resolver conflictos sociales. En cuanto al mejor cumplimiento de la articulación de planes de desarrollo a nivel local, provincial y regional, señaló como principales puntos a cumplir la identificación de los ejes para el desarrollo social, económico, medio ambiental, de descentralización y fortalecimiento institucional para llevar adelante una concertación fructífera entre los distintos niveles de gobierno en nuestro país, buscando consensuar los objetivos de desarrollo en una misma región. Agregó que la identificación de las oportunidades de inversión privada para la región y el concurso de la empresa en el desarrollo de la Región Lima son también aspectos clave a ser articulados entre las autoridades locales y regionales con la participación de la sociedad civil en el marco del proceso de presupuesto participativo que la ley ordena.

Luego de la exposición de Anel Townsend siguieron las ´conferencias sobre el “Sistema Nacional de Inversión Pública-SNIP, a cargo de la economista . Yakeline Salazar Torres de la Dirección General de Programación Multianual del Ministerio de Economía y Finanzas y las referidas al “Presupuesto Público y Presupuesto Participativo Regional 2010” a cargo del economista Rodolfo Mendoza Reaño, y a la “Delimitación de Proyectos de Impacto Regional“, a cargo del ingeniero Miguel Casalino Grieve, consultores de CIGO.

Por la tarde se desarrollaron los talleres con dos grupos de trabajo establecidos por cuencas hidrográficas, el primero conformado por la cuenca, Cajatambo-Barranca y el otro por la cuenca, Oyon-Huaura en el que se realizó el trabajo de identificación de los principales problemas que afectan al desarrollo de cada cuenca hidrográfica .Durante la plenaria, los relatores de cada grupo de trabajo, expusieron los resultados a los que arribaron en la priorización de los problemas más apremiantes por cada cuenca hidrográfica.

Entre los principales problemas que se identificaron se encuentran, altos índices de desnutrición de niños y ancianos, baja calidad de la educación, limitado acceso a los servicios de salud de las zonas alto andinas, escasez de recursos hídricos e infraestructura productiva, limitada infraestructura turística, Contaminación Ambiental de ríos, aire y mal uso de los recursos naturales, deficiente acceso a vías de comunicación y al estado de las carreteras, entre otros temas que fueron ampliamente debatidos y priorizados.

En el taller participó un total de 160 integrantes, mujeres y hombres, de organizaciones de la sociedad civil de Barranca, Huaura, Oyón y Cajatambo. Entre las principales estuvieron las siguientes: Asociación de Vivienda, Juntas Vecinales y de Usuarios de Barranca, Supe y Pativilca, Comunidad Campesina, miembros del Comité de Coordinación Local y gremio empresarial de Oyòn, Alcalde de Manas y miembros de la oficina zonal y de vigilancia de Cajatambo, y representantes de los distritos de Leoncio Prado y Vegueta de la provincia de Huaura.

Finalmente, los asistentes al taller firmaron el Acta de Acuerdos del primer evento de Capacitación del Presupuesto Participativo para el año fiscal 2010, que se realizan en coordinación de la Gerencia de Planeamiento y Presupuesto del Gobierno Regional de Lima, a cargo del Ing. Luis Aguilar Ramos, con la colaboración del coordinador de proyectos Heriberto Quispe, anunciándose asimismo que los próximos talleres se realizaran en Canta, Cañete y Huacho, los días 10, 15 y 18 de junio respectivamente.
